Reminder to comment on proposed Mobility and Access Plan for the Cape Town CBD

The City of Cape Town wants to remind residents, the business community and stakeholders to comment on the proposed Mobility and Access Plan for the Cape Town CBD (CBDMAP). The closing date for comments is 23 November.

This is the second opportunity for the public to submit their proposals; the first opportunity was earlier this year when the CBDMAP was included as part of the local spatial development framework (LSDF) for the Cape Town CBD.

At its core, the draft CBD Mobility and Access Plan (CBDMAP) CBDMAP proposes a shift towards a multi-modal approach to maximise the functional capacity of the CBD for a growing number of residents and visitors, and to meet its economic development needs.

Residents, business owners, stakeholders and the general public are encouraged to comment on the second draft of the CBDMAP.
The vision for the CBD is a safe, secure and inclusive movement network that is efficient and well-connected, providing sustainable, integrated and equitable access to opportunities for a prosperous and people-centred CBD.
The plan supports the need to accommodate the off-loading and collection of goods in enabling economic activity; and the City’s Parking Policy to address the staging of delivery bikes both on-street, and at enterprises.

'This proposal aims to pilot the success of liveable, vibrant, productive cities worldwide which have maximised safe access to streetscapes where businesses and pedestrians flourish in traffic calmed zones and where social, cultural and commercial ventures blend into a lifestyle which offers people-centred public spaces. Given the population growth projections, the CBDMAP seeks to optimise existing transport infrastructure to enable many more people to move around the CBD in a manner that is safe, dignified, convenient, and sustainable. I encourage residents to please peruse the document and to submit comments by the end of the week,’ said the City’s Mayoral Committee Member for Urban Mobility, Councillor Rob Quintas.

Objectives

To provide safe and secure mobility options for people of all abilities
A well-connected CBD with improved walkability, more pedestrians and cyclists, and reduced travel time for public transport
Establish a diverse range of affordable and economical green mobility options with the intention of reducing reliance on private vehicles, a reduction in on-street parking, lower carbon emissions and increased public transport ridership
Promote integrated and equitable access with a focus on supporting an improved public transport modal share; more generous sidewalks; and more protected cycle lanes
Move towards a people-centred CBD where vehicular dominance and traffic volumes are reduced

The main ideas are to improve walkability in the heart of the CBD, around the public transport stations and terminus; to promote walking and cycling within the CBD by creating a decongestion zone; and to divert through-traffic onto bypass roads, with targeted safe crossings for pedestrians and cyclists. The decongestion zone would include superblocks and slow zones.
